Project Title: Impact Assessment of CMS Quality Measures– 2027 Impact Assessment Report

The Technical Expert Panel (TEP) nomination period opens August 29, 2025, and closes September 12, 2025. Submit all nomination materials by the closing date.

Project Overview:

The Centers for Medicare & Medicaid Services (CMS) has contracted with Booz Allen Hamilton to conduct a triennial assessment of the quality and efficiency impact of endorsed measures used in Medicare programs and report the findings to the public in the National Impact Assessment of CMS Quality Measures Report (Impact Assessment Report).The contract name is the Measure & Instrument Development and Support (MIDS) Assessment of Quality Measures and Programs. The contract number is 75FCMC18D0019 – task order 75FCMC24F0096. As required by its contract with CMS, Booz Allen Hamilton is convening a group of stakeholders and experts to contribute thoughtful input on the development of the sixth triennial report, scheduled for release in 2027. The TEP will meet jointly with the Federal Assessment Steering Committee appointed by CMS. 

Seeking the Following Perspectives/Expertise:

We are seeking individuals with differing perspectives and areas of expertise, such as:

  • Quality measurement science and advanced statistical methodology
  • Health care economics with a focus on the impact of quality measurement
  • Consumer/patient/family (caregiver) perspective, including Medicare/Medicaid/Health Insurance Marketplace beneficiaries and beneficiaries from rural communities
  • Clinical experience with patient safety, wellness and prevention, behavioral health, and chronic conditions
  • Experience across various care settings (e.g., accountable care organizations, hospital or facility-based practice, hospice)
  • COVID-19 impact on health care delivery systems
  • Rural healthcare access and delivery
  • Health policy/Population health
  • Payer perspectives, including managed care, commercial, Medicaid, Medicare, and Health Insurance Marketplace

TEP Expected Time Commitment: 

TEP members will participate in up to three working meetings, approximately two hours each, between September 2025 and May 2027 (dates tentative). Meetings will be scheduled based on member availability. All TEP meetings will be conducted via webinar and teleconference.
